Dr. Laila Al-Samman Stresses the Need to Balance Investment and Industry to Support Economic Recovery
Dr. Laila Al-Samman, Chair of the Syrian-Lebanese Business Council, emphasized during a panel discussion organized by the Syrian Investment Authority as part of the National Conference for Private Sector Dialogue that the current stage calls for a balanced approach between high-growth investments, productive industries, and enabling industries. She noted that such a balance is essential to accelerating economic recovery and fostering sustainable development.
She explained that, in the early stages of recovery, investors typically gravitate toward high-growth opportunities because they offer faster returns on capital. At the same time, she stressed that productive industries remain a strategic priority, as they help stimulate the national economy by boosting exports and increasing reliance on locally manufactured products.
Al-Samman also highlighted the vital role of enabling industries—particularly technology and support services—describing them as a cornerstone for the success of both productive enterprises and high-growth investments.
The discussion further addressed the key requirements for attracting investors in the coming phase, including modernizing laws and regulations, strengthening investment guarantees, and ensuring the free movement of capital. These measures, participants agreed, are crucial to creating a more attractive, stable, and competitive investment environment.
